Water Efficiency Rebate Program
This program only applies to purchases made July 1, 2024 through June 30, 2026 (or until funds are depleted).
In 2024, the Metropolitan Council, through funding from the Clean Water Land & Legacy Amendment, has awarded the City of Lakeville a water efficiency grant. The goal of this program is to improve municipal water use in cities that are supplied with 100% groundwater, and are identified as having water supply issues, by helping to conserve water. The City of Lakeville is utilizing the water efficiency grant monies to offer Lakeville residents and businesses a rebate program. The rebate program will include replacement of existing water-using devices with specified water-efficient devices purchased July 1, 2024, through June 30, 2026 (or until funds are depleted).
How the Program Works
The rebate program is limited to property owners who are customers of the City of Lakeville water supply system. Expenses eligible for the rebate include the out-of-pocket cost of the replacement device (labor and taxes not included). New construction, new development and the replacement of existing water-efficient devices are ineligible as this program is intended as a current infrastructure replacement program. Homeowners associations (HOAs) are not eligible for irrigation product rebates. Eligible rebates include and are limited to the following:
- Toilets: Receive 50% of the cost, up to a maximum of $200 for toilets replaced with a U.S. EPA WaterSense labeled toilet, up to a maximum of four toilets.
- WaterSense labeled toilets - Irrigation (lawn sprinkler) controllers: Receive 50% of the cost, up to $200 for irrigation controllers replaced with a U.S. EPA WaterSense labeled controller. Homeowners associations (HOAs) are not eligible for irrigation product rebates.
- WaterSense labeled irrigation controllers - Irrigation sprinkler body replacement: Receive 75% of the cost of each sprinkler body, up to $100 for irrigation sprinkler body replacement with a U.S. EPA WaterSense labeled spray sprinkler body. Homeowners associations (HOAs) are not eligible for irrigation product rebates.

Applying for a Rebate
Rebate funds are limited. Rebate requests will be processed in the order in which they are received until funds are depleted or until June 30, 2026, whichever comes first. Click on the appropriate Rebate Request Form link below. Submit the completed request form with a receipt for qualifying purchase no later than June 30, 2026, assuming funds are still available.
Rebate request forms can be submitted by:
- Completing our online rebate request form, including uploading receipt(s), or
- Completing our paper Water Efficiency Rebate Request Form (PDF), and
- Sending a completed paper rebate request form and receipt(s) by email to Meliissa Smith, Utilities Administrative Assistant, or
- Mailing a completed paper rebate request form and receipt(s) to:

Rebate Reimbursement
Rebates will be reimbursed as a credit through the property owner’s quarterly water utility bill following approval of request and receipt. You may be selected for inspection to verify products have been installed in accordance with the Water Efficiency Rebate criteria.
Receipt(s) must clearly show:
- Date of purchase
- Product information (SKU and/or model name)
- Payment method
- Who is eligible for the Water Efficiency Rebates?

The rebate program is limited to property owners who are customers of the City of Lakeville water supply system. Properties that rely solely on a private well for water use are ineligible.
- Is there a limit to the number of rebates per address?

Irrigation controllers are limited to one controller per property. Toilets are limited to four per property. Sprinkler body replacements are limited to a total dollar amount of $100. Separate rebates at separate times for separate items may be submitted.
- What documentation is required to receive the Water Efficiency Rebate?

A rebate request form and a receipt are required. These items may be submitted in three ways:
- Through the City of Lakeville's website,
- Emailed to Melissa Smith, Utilities Administrative Assistant, or

- Are multi-unit complexes eligible to receive the Water Efficiency Rebate?

Yes. Irrigation controllers are limited to one controller per Parcel Identifier (PID). Homeowners associations (HOAs) are not eligible for irrigation sprinkler body or irrigation controller replacement.
- When and how will I receive my rebate?

After rebate approval, the rebate will be applied as a credit on your next utility bill.
- How do I know if funds are available?

City staff will keep a running total of available funds. You may request a fund update by emailing our Utilities Division or calling 952-985-2700.
- Are inspections required to receive the Water Efficiency Rebate?

Rebate program participants are subject to an inspection to verify products have been installed in accordance with the Water Efficiency Rebate criteria and at the stated property.
