The Comprehensive Land Use Plan serves as the guideline for Lakeville's Zoning Ordinance. In accordance with the plan, the City established specific areas for residential, commercial, and industrial development. New development in Lakeville must comply with the zoning regulations, including the Zoning Ordinance.

Recent Zoning & Subdivision Ordinance Updates

In the course of administering the new Zoning and Subdivision Ordinances that were updated in 2010, staff identified areas of the ordinances that need further revisions to clarify the intent or purpose of the regulations. Other stakeholders in the community, including developers, brokers, and property owners, who have also used the new ordinances over the past several months, have conveyed to staff other items that need to be clarified or revised. Staff also gained additional input regarding possible development related revisions through the Development Forum and Developer Survey which were completed in 2011 including requests to streamline the development review process and to make the subdivision and zoning regulations more user friendly.

The proposed amendments were divided into 3 phases allowing for the less technical changes to be completed quickly as outlined below in the Phase 1 and Phase 2 documents. The other items, which will be completed in a 3rd phase, will require more time for additional analysis or require City policy changes that must be considered by the Planning Commission and City Council at upcoming work sessions.

The intent of these amendments is to provide residential, commercial, and industrial property owners and developers clearer direction and increased flexibility in the use of their property and provide developers additional opportunities in the design and construction of their projects.
