Social Host Ordinance
In an effort to discourage underage drinking and cannabis use, even when done on private property, the Lakeville Police Department has created a Social Host Ordinance. The ordinance makes adults criminally responsible if they knowingly organize, supervise or permit a gathering on public or private property where underage people consume alcohol or cannabis, even if they did not supply the alcohol or cannabis or are not present at the event.
Most often, underage drinking and cannabis use occurs outside the presence of or without the knowledge of parents. This ordinance applies only to instances where a parent or other adult is either present or condones the activity. This ordinance does not apply to conduct solely between an underage person and his or her parent(s) while in the parent's household.
Control of Dogs (Leash Law)
Lakeville's leash law supports responsible pet ownership and allows others to feel safe from aggressive dogs while in public places. The leash law requires all dogs to be on a leash.
- No person shall permit their dog, or a dog under their care, to be at large within the City.
- No person shall permit their dog, or a dog under their care, to be in a City park or on a City street, trail, or sidewalk unless controlled by a leash not exceeding twenty five feet (25') in length. When a pedestrian approaches within one hundred feet (100'), the dog must be immediately recalled and brought under close control until the pedestrian retreats by one hundred feet (100').
- The City may designate off leash dog exercise and training areas in certain City parks. In dog exercise and training areas designated by the City, dogs must be under voice control when not leashed and must comply with the rules for use of the area.

In conjunction with this ordinance, the City is expanding opportunities for off-leash exercise and training. We’ve designated three parks and four rink locations as off-leash areas where dogs can run and play freely under voice control. These areas are currently being enhanced with new signage, trash cans and doggy bag dispensers to make them even more enjoyable and user-friendly.
The goal of this ordinance is to balance safety and freedom—for both people and pets. The rink areas will be open from March to November at McGuire, Cherryview, Greenridge and Highview. Parks with off-leash areas are Valley Lake (east side), Rolling Oaks and Ritter Farm Dog Park (small and large dog areas).
Solicitors and Peddlers
Definitions
- Solicitor: Anyone who goes door-to-door attempting to obtain orders for items that will be delivered later, such as magazine subscriptions or other items that may be sold out of a catalog. Solicitors must register with the Lakeville Police Department and will receive a registration certificate.
- Peddler: Anyone who goes door-to-door attempting to sell items that are delivered immediately upon payment, such as vacuum cleaners or cleaning supplies. Peddlers must apply for a City-issued ID/license to conduct business as a peddler.
Sign/Placard
No solicitor or peddler, unless invited to do so by the property owner or tenant, shall enter the property of another for the purpose of conducting business as a solicitor or peddler when the property is marked with a sign or placard at least 3.75" long and 3.75" wide with print of at least 48-point in size stating "No Peddlers or Solicitors", or "Peddlers and Solicitors Prohibited", or other comparable statement.

Requirements
Both solicitors and peddlers are required to display their ID card or registration certificate, or must present it if asked. Solicitors and peddlers are not allowed to go door-to-door between the hours of 8 p.m. and 9 a.m.
Solicitors and peddlers can be respectful and businesslike, or some may have more aggressive sales tactics. If you are uncomfortable with the behavior of any sales person who comes to your door, if they are unable to show you their City-issued ID or registration certificate, or if they refuse to leave your property, don’t hesitate to call 911 to have a police officer dispatched.

Fishing Ordinance
